American rapper Cardi B, birthed as Becalis Almanzar to a working-class family in the Bronx, NY, covers — in spectacular fashion — the September 2026 issue of Vogue Arabia [IG]. When news broke last December that Cardi B would be the headliner closing out the upcoming MDLBeast Soundstorm festival in Riyah, a small-scale level of concern simmered among those closest to her upcoming arrival.

Writing an overview head of editorial content letter for the September issue, Manuel Arnault expressed that he was confident the Saudi people would be gracious in their welcome to the most successful female rapper in the world. But Cardi B has a formidable personality, one that accompanies her prodigious business skills, musical talent and “reading people” skills.

Quite literally, Cardi B is “larger than life” and — one more thing — she is comfortable talking politics, where her views are strong ones. Cardi B is highly effective in America, encouraging civic engagement in all ways, including voting, by her followers.

What impacted Arnault deeply — and the social media responses of real people to Cardi B emerging airborne from the sky — was her posting an Instagram video on December, 2025, wearing a black abaya-style gown with the caption:

"Hello Saudi Arabia... Halal B has arrived."

The event closed out in spectacular fashion, going off “without a hitch”, as we say in English. There were no international incidents of any consequence during her stay. Cardi B’s diplomatic skills were effectively on display in her choice of fashion outfits, but AOC shares the reality that the star’s arrival attire wasn’t as conservative as it sounds.

Which is key, btw, to understanding the social expectations of how women should dress in the region. Body con is fine — as long as the key items on the list — like wearing a head scarf — are honored.

This is a decision that everyone visiting the region has to make — for reasons often not understood in America or even parts of Europe. Everyone agrees that these choices are more difficult for women. Cardi dressed modestly but still flamboyantly. She was so effective in her use of her own social media to present a very positive image of the Vogue Arabia region, that the mega-watt star emerged as an effective ambassador for the entire region, according to Arnault.
