The Century-Old ‘Science Fiction’ Behind Ohio Rep’s Bill Covering Nonexistent Ectopic Pregnancy Treatment

The Century-Old ‘Science Fiction’ Behind Ohio Rep’s Bill Covering Nonexistent Ectopic Pregnancy Treatment

Ohio Rep. John Becker (R) drew widespread criticism last week for an anti-abortion bill that would allow insurance coverage for the “reimplantation” of an ectopic pregnancy into the uterus—a treatment that does not exist. Physicians and pro-choice advocates have called the line in the bill “science fiction,” but Becker told Rewire.News he does have sources to back up his claim: two articles—one more than 100 years old—with anecdotal stories from physicians who claim that “reimplanting” ectopic pregnancies into the uterus is possible.

HB 182, which Becker first introduced in April, seeks to ban almost all insurance coverage of abortions in cases where the pregnant person’s life is not endangered. It also bans coverage of what Becker called “abortifacients,” or “drugs or devices used to prevent the implantation of a fertilized ovum.” (This language seems based on a fundamental misunderstanding of pregnancy, medication abortion, and some forms of contraception.) Becker has saidthe intention of the bill is to “save lives” and cut costs for employers and insurers.

The bill received national attention when Dr. Daniel Grossman, an OB-GYN and director of Advancing New Standards in Reproductive Health (ANSIRH) at the University of California, San Francisco, described ectopic pregnancies in a viral Twitter thread criticizing the bill. Ectopic pregnancies occur when a pregnancy grows outside of the uterus, usually in the fallopian tube, though Grossman wrote that they can rarely develop in the cervix or the abdomen as well. According to the Mayo Clinic, “an ectopic pregnancy can’t proceed normally. The fertilized egg can’t survive, and the growing tissue may cause life-threatening bleeding, if left untreated.”

Ectopic pregnancies are the leading cause of maternal death in the first trimester.

Duke Ellington’s Melodies Carried His Message of Social Justice

At a moment when there is a longstanding heated debate over how artists and pop culture figures should engage in social activism, the life and career of musical legend Edward Kennedy “Duke” Ellington offers a model of how to do it right.

Ellington was born on April 29, 1899 in Washington, D.C. His tight-knit black middle-class family nurtured his racial pride and shielded him from many of the difficulties of segregation in the nation’s capital. Washington was home to a sizable black middle class, despite prevalent racism. That included the racial riots of 1919’s Red Summer, three months of bloody violence directed at black communities in cities from San Francisco to Chicago and Washington D.C.

Ellington’s development from a D.C. piano prodigy to the world’s elegant and sophisticated “Duke” is well documented. Yet a fusion of art and social activism also marked his more than 56-year career.

Ellington’s battle for social justice was personal. Films like the award-winning “Green Book” only hint at the costs of segregation for black performing artists during the 1950s and 60s.

Duke’s experiences reveal the reality.

Overcoming Barriers to Urban Agriculture In American Cities

PHILLY’S URBAN FARMING PLAN COULD INCLUDE HUNDREDS, POSSIBLY THOUSANDS, OF VACANT LOTS. MARCH 20, 2019. JESSICA GRIFFIN / FILE PHOTOGRAPH PHILLY.COM

Overcoming Barriers to Urban Agriculture In American Cities

Achieving such yields in a test garden does not mean they are feasible for urban farmers in the Bay Area. Most urban farmers in California lack ecological horticultural skills. They do not always optimize crop density or diversity, and the University of California’s extension program lacks the capacity to provide agroecological training.

The biggest challenge is access to land. University of California researchers estimate that over 79 percent of the state’s urban farmers do not own the property that they farm. Another issue is that water is frequently unaffordable. Cities could address this by providing water at discount rates for urban farmers, with a requirement that they use efficient irrigation practices.

In the Bay Area and elsewhere, most obstacles to scaling up urban agriculture are political, not technical. In 2014 California enacted AB511, which set out mechanisms for cities to establish urban agriculture incentive zones, but did not address land access.

One solution would be for cities to make vacant and unused public land available for urban farming under low-fee multiyear leases. Or they could follow the example of Rosario, Argentina, where 1,800 residents practice horticulture on about 175 acres of land. Some of this land is private, but property owners receive tax breaks for making it available for agriculture.
